What is the Cannabis Track and Trace Law?
For those unfamiliar with the term, the California Cannabis Track and Trace System is a Metrc program used statewide for the purpose of recording inventory and movement of cannabis, as well as cannabis products, through the commercial supply chain within the cannabis industry. This process runs the entire gamut from cultivation to point of sale.
Essentially, an annual cannabis licensee is responsible for assigning a unique identifier (UID) as a plant tag or package tag to any immature lot, flower cannabis plant, or cannabis product. When these items are then potentially transferred to other licensees or sold, they can be accurately tracked. With this in mind, there are a number of crucial requirements to keep in mind regarding CCTT.
Requirements for Cannabis Track and Trace Reporting

The requirements can be broken into a few different sections, starting with the general track and tracking system itself. It is outlined that each licensee must report:
- Details on immature and mature plants

This is where things can get slightly confusing. While the first three bullets required through CCTT above are easy to identify, rules surrounding cannabis waste can be less clear. When applying to become an annual licensee under the CCTT, you must develop a cannabis waste management plan outlining methods for handling cannabis waste generated on the premises, including:
- On-premise composting of cannabis waste
- Collection and processing of cannabis waste by a local agency, franchised waste hauler, or private hauler permitted by a local agency
- Self-haul cannabis to a manned, fully permitted facility
When self-hauling cannabis waste, the waste must be secured in a waste receptacle only accessible by the licensee and waste management organization, with no public access allowed. If an agency is being used by the licensee, that person must obtain the contact information for the agency and receipts of the pick-up.
In addition to this, licensed cannabis operators is required to use the CCTT to identify and weigh the cannabis waste, while tracking it on the licensed premises until proper disposure.
